how can my husband get rid of his double/treble chin?

he is a big person (40+inch waist and 19 inch neck) and so has a huge chin which makes him snore loudly so much so we haven’t slept in the same bed for over a year. im desperate. he does exercises for the stomach but doesn’t know what to do for the chin. any ideas, no funnies as im tired of them, would be a great help. surgery isn’t an option as we could not afford it.
